Kenya's 47 county governments operate the closest level of government to citizens — and produce the largest volume of locally-relevant documents. Health facilities, agricultural extension records, market levies, county-managed early-childhood education, water and sanitation records — all live across ward, sub-county, and county HQ.
The structural model
A typical county Papyrus tenant is structured as:
- Top-level departments by CEC portfolio (Finance, Health, Agriculture, Education, etc.)
- Sub-county branches as departments within each portfolio
- Ward-level units as folders within sub-counties
- Facility records (health centres, schools) as their own department-scoped trees
This mirrors the actual political-administrative hierarchy.
CEC and County Assembly papers
CEC papers and Assembly submissions follow a controlled-document workflow:
- Initiating officer drafts and uploads
- CEC member reviews with departmental input
- CEC committee approves
- Assembly Committee Clerk receives via shared link
- Assembly debate and resolution captured
- Final adopted document filed with hash certificate
Ward-level service records
Service delivery records — particularly Health and Agriculture — are produced at ward level on phone or tablet:
- Patient cards (Health, with privacy controls)
- Vaccination records
- Farm visit reports (Agriculture extension)
- Borehole inspection notes (Water)
- ECD attendance and learning records (Education)
The mobile app supports offline capture for areas with patchy connectivity, syncing on return to coverage.
Auditor-General County Audit
County audits by OAG are annual. Common findings center on:
- Procurement irregularities (mitigated by tender workspace)
- Cash management at remote facilities (mitigated by receipt capture)
- Asset register integrity (Papyrus integrates with the asset register module)
- Project documentation incompleteness (mitigated by project workspaces)
